Planning History

The site was previously two buildings - Drury House, a 1960's 12 storey office building and Stamford House, a five storey office building built in 1912. It served as the headquarters building of J. Sainsburys plc, until 2003, when the buildings were demolished.

Ian Simpson Architects Scheme 05-09

As a pre-cursor to the current planning permission, an Ian Simpson Architects designed scheme (LPA Ref: 05-AP-1545) was submitted in 2005. The scheme comprised of 100,928 sq m gross external area of hotel, residential and retail floorspace in three buildings, including a 69 storey 219m tower.

Amendments were made to the scheme in October 2007, as a result of on-going consultation. The general form of the development remained the same, however, the height was reduced by one storey resulting in a reduced floor area of 76,060 sq m of Gross External Areas, comprising:

It was resolved to grant planning permission by the London Borough of Southwark on 18th December 2007, however, the scheme was called in by the Secretary of State on 10th March 2008 and as a result a public inquiry was called.

Public Inquiry 2008

Following consideration at Public Inquiry in September 2008, the Planning Inspector recommended approval for the scheme, and planning permission was granted by the Secretary of State on 25 March 2009.

S.106 Agreement

The S.106 agreement was signed on 14th October 2008 with financial contributions equalling £6,934,531, of which £1,034,838 is required to be paid prior to implementation (within the meaning in the agreement) of the development.

Implementation

A S.96a application was approved by the London Borough of Southwark on 18th April 2011.

This application has varied a number of the current planning conditions to enable the consented tower scheme to be implemented with the excavation of two piled foundations for the proposed podium block.

It is envisaged that these works will be completed, thus implementing the consent, prior to completion of this sales process.
